When the Transport Ministry began surveying the perimeter of the airport in 1967, Union members set up roadblocks. The Zengakuren radical student union then began sending students to Narita to help the local farmers. The first runway took more years due to constant fights with the Union and sympathizers, who occupied several pieces of land necessary to complete the runway and temporarily built large towers in the runway's path.
