雨天の場合はホテル代が無料 Hotel room is free if it rains
旅行を計画してホテルを予約する場合には天気が大変気になる。雨だとせっかくの行楽が台無しになり、ホテルで1日中過ごさなければならないこともある。最近は1週間前に天気予報がでるが、完全には当てにならない。それでもホテル確保のために普通は1週間以上早く予約するが、間際でキンセルするとキャンセル料をとられる。イタリアのある島では10時から20時の間で雨が2時間以上降ると加盟ホテルでの宿泊代を無料にするというアイデアを計画したという。これはエルバ島というナポレオンが亡命していたことで有名な島で、夏には観光客でにぎあうようだ。ところが雨の週末は予約や宿泊が20％以上減るので、このプランを考えついた。今のところはシーズンオフで気候も涼しい5月だけを計画しているが、予約が多いことから秋も実施することを考えているという。地中海に浮かぶ島なので、晴天ならば海岸が観光の中心だが、雨天の場合はナポレオンの住居跡や鉱山跡などの歴史的遺跡を見学することもできるという。このプランが世界の観光地に広がると素晴らしい。When we plan to go on a tour and reserve a hotel, the weather is the biggest concern, because rain could ruin the joy of tour. If we cancel the booking, we have to pay for certain percentage of room rate. The group of hotels in an Iatalian island of Elba has a special project in which the overnight stay is free when there is rainfall for more than two hours between 10a.m. and 8 p.m. This island known for Napoleon being exiled is crowded by Italian tourists in August. But on a rainy weekend the bookings and attendances drop by over 20%. These data are behind this project.At present this project is only for May when the island is cooler and less crowded. But having the numerous subscriptions, they consider to apply it for the autumn. The island is known for beautiful beach in the Mediterranean Sea. But on a rainy day you can still enjoy visiting Napoleon's residence and some historic ruins. I hope that we have the project like this in other tourist areas.

歩きながらの食事禁止条例 Ban for eating while walking
鎌倉市が歩きながら物を食べることを自粛する決まりを制定した。棄てた食べ残しに動物が集まり、またプラスチックなどのゴミが街を汚すのを防ぐのが主な目的だという。外国では歩きながらりんごをかじっているのを見てうらやましく思っていたが、外国でも場所によっては禁止の動きがあるようだ。イタリアのフロレンスでは繁華街での食べ歩きを禁じている。鎌倉では罰則はないが、こちらは罰金をとるという。フロレンスでは衛生的な理由とともに食べながら歩くと混雑が増すということがあるようだ。タイのバンコックでは街なかでの屋台を混雑緩和のために禁止する意見がある一方、これは文化だとして我慢すべきだという意見もあるという。鎌倉も外国も禁止は衛生や混雑からが理由である。しかし日本では歩きながら食べるのは行儀が悪いと言われており、あまり見たことがない。鎌倉でこうした決まりができるのは外国人の旅行者が増えたためではないだろうか。人前では私的な行動を慎むというのが日本の文化で、東京の地下鉄の中でも大声で話しているのは外国人が多い。外国人のあけっぴろけな態度はうらやましく思うが、自分ではできない。Kamakura city issued an ordinance to ask for not eating while walking. It aims to prevent littered food from attracting animals and keep the street clean. When I visited the US, I envied to see people eating apples while walking. But I learned from CNN news that eating on street is being restricted in some countries. In Florence, Italy, the city government banned tourists to eat food while walking in the city's busy corners. This is to prevent the streets from becoming more crowded as well as for hygiene. Kamakura city does not fine those who failed to follow the ordinance, whereas in Florence violators have to pay the fine. In Bangkok, Thailand, this is a controversial problem. The city tries to find how to reduce the crowd while retaining the culture of street vendors.It is considered to be a poor manner to eat while walking in Japan. We are supposed to be modest in public place. I think that Kamakura's ordinance is intended mainly to foreign visitors. You will notice that on subway in Tokyo those who speak loud are mostly foreign visitors. I somehow envy their unpretentious manner.

天皇制 Emperor System
新しい天皇の就任を祝って、10連休となり、お祝いムードいっぱいである。一般参賀には多くの人が集まって、締め出された人までいたという。テレビでこうした様子を見ていても自分とは関係のない芸能ニュースでも見ているように感じていた。ところがイギリスのBBCが日本で天皇制反対のデモがあったと報じているのを見て驚いた。非常に小規模なものだったらしいが、あらためて天皇制に関心を持った。日本でも報じられたのかもしれないが私は気づかなかった。この運動は昭和天皇の戦争責任を問うているようだが、それとは別に天皇制の意義について考えることも必要ではないか。戦後すぐには廃止の意見も多かったが、今はほとんど聞かれないと報じてあった。以前は天皇制に反対した左翼政党も世論の変化をみて、選挙を恐れて言い出せないのではないだろうか。この運動の責任者は右翼に襲われることを恐れて名前を明かさないことをインタビューしたBBCに希望したという。最近はSNSでの無責任な攻撃や脅しもあって自由に意見を発表することができなくなっていると感じる。Celebrating the enthronement of new emperor, we had ten consecutive national holidays. The whole country is in the mood of celebration. When new emperor appeared for greeting on the veranda of imperial house, the crowd spilt over from the plaza. I watched these scenes on TV as if they were entertainment news. But I was surprised to read in BBC news that anti-emperor activists rallied in Tokyo. Although it was a small group, it made me to think about emperor system. They claimed the war responsibility of emperor. But more generally we need to think about the significance of emperor system. I learned from BBC news that the movement of antimonarch was accepted more commonly after the war. Leftist parties which had opposed emperor system don't tell their clear view now probably in consideration of the negative effect on their election. The leader of this movement interviewed by BBC asked for his name to be withdrawn for fear of attacks by rightists. I am afraid that people hesitate to express their views under potential pressures including attacks on SNS web.
