　現在、イスラエルで起っている内戦を誘発しかねない様相を呈している問題、すなわちナタニヤフ首相が提出した「政府が裁判官の任命をコントロールし、議会は最高裁判所の決定を覆せる」という司法改革案に対して、その案は民主主義の根幹を脅かすと主張する閣僚を含む政権内部からと国民の多くの反対意見の衝突。

　私は、同様のことが日本でも現在起っている、と思う。まさに「民主主義の根幹を脅かす」問題が、である。
　その民主主義破壊工作は、じつは戦後すぐに画策されている。そのマグマは昭和30年代半ばに一度、岸信介元首相によって地上に噴出し、再び地下にもぐって溶岩流となり、安倍晋三元首相の手で臆面も無く地上に噴き出し、菅義偉元首相が引継、岸田文雄首相がノンシャランスに引き継いでいる。
　イスラエルと異なるのは、日本の場合、これらの違法を疑われる政権に対して、内閣や政権与党内部から民主主義を堅持するための声がまったく挙がらないことだ。いずれの野党の現状など問題外だ。論理をがっしり構築して、違法を繰り返す政権の論理的要塞を崩して行くための、底の深かい政治的な戦術が未熟だからだ。駄々っ子のように見せかけの揚げ足取りで動くような政治状況ではない。駄々っ子のように権力を揮って支配している状況が世界にはあるにはあるけれども。

　いずれにしろ揚げ足取りで動くような政治状況でないのは日本のみならず、世界がそうではないのだ。
　つまり一国の民主主義の根幹は、世界の民主主義国家の根幹と完全に連繋していなければならない。もし、民主主義国家を堅持して行こうというならば、民主主義の要塞の小さな蟻の穴を国民は注意深くふさいでいかなければならない。アメリカ合衆国の元大統領一人の言動が、民主主義の旗手を自認する国を危うい瀬戸際まで追い詰めている現状を見れば、よくわかる。民主主義は国民の目配りの利いた意識によって守られているのである。いま日本は、その民主主義の要塞の蟻の穴を安倍晋三元首相がひろげ、菅義偉元首相がひろげ、岸田文雄首相が無頓着にひろがるまま、石垣が毀れそうなままにしている。それでも日本国民は民主主義国家を自認するのであろうか？
　民主主義は、脆いものである。しかし思いのほか修復し易いという特徴がある、と私は考えている。一方、本質的に暴力を内包する独裁主義や全体主義（ファシズム）は、ひとたびその体制が実現すると、体制に悲劇的壊滅的な事体が起りカタルシスが起らなければ覆ることはない。暴力（軍事）で維持されている国家は、まず第一に多様な思想や意見を否定する。政権に異論を唱える自国民が出てこないように暴力で抑え込む必要があるため、暴力を持続させなければならず、暴力を放棄したり暴力保持から抜け出ることは無いのである。独裁主義や全体主義（ファシズム）の国家の銃は、まず自国民に向けられ、それから外に向けられるのだ。この例も、過去の日本はもちろんのこと、周辺諸国の現状として、私たちは見誤らずに認識できる。

　イスラエルの全国民はかつてファシズム政権国家によって悲劇的に痛めつけられ、その家族600万人以上が虐殺されてゴミとして廃棄された。また流浪の民を強制されていた非常に長い歴史を持つ。国家建設までの苦難は、国防意識に強く表現されている。そしてその意識は、私の観察ではあるが、時に「目には目を、歯には歯を」のような心理的復讐心として表出することがあるようにも思う。直近では閣僚の一人がパレスチナ人は存在しないと言って、その歴史や文化を全否定する発言をして世界に物議を醸した。
　自らの痛みを他者の痛みとする想像力は政治には無いのだろうか？　そのような想像力は育たないのだろうか？
　片や日本は、かつてファシズム国家として在ったが、そこを克服してきた国史をもつ。岸信介元首相のように克服できなかった人物もまた、実は少なくは無い。人間の尊厳を蹂躙し抑圧と差別から成る社会に、なぜか知らぬが郷愁を抱き、政治体制の逆行を願って狂奔する人たちが今に至るまで後を絶たない。日本の戦後民主主義は綱渡りで歩いてきたと言えよう。

　イスラエルと日本との互いの経験には大きな差がある。その差は、国民が政権に対して如何様な意識をもって言挙げするかの差になるかもしれない。イスラエルの今後の成り行き如何で、少なからず日本の現況問題に影響してくるだろうと、私は考える。

　そして、人間を痛めつけ惨めで不幸にする以外ではない社会制度や思想を人間が考え出したことの不思議さを、私は私の死のときまで考えつづけるだろう。

The issue that threatens to provoke the ongoing
civil war in Israel, namely the judicial reform proposed
by the Prime Minister that "the government will
control the appointment of judges and parliament can
overrule decisions of the Supreme Court". The pro-
posal clashed with many opposition views from within
the government and from the public, including cabinet
ministers who argued that the proposal threatened the
very foundations of democracy.

I think the same thing is currently happening in
Japan. This is exactly the problem that "threats the
foundation of democracy."
The democratic sabotage was actually planned
immediately after the world war II in Japan. The
magma erupted to the ground once in the mid-
1950s by former Prime Minister Nobusuke Kishi, and
then went underground again and became a lava
flow. Then, 70 years later, it was erupted on the
ground by the unabashed former Prime Minister
Shinzo Abe, then by former Prime Minister Yoshihide
Suga, and then by Prime Minister Fumio Kishida, who
took over without shame.

What is different from Israel is that in the case of
Japan, there is no voice at all from the Cabinet or
within the government to firmly maintain democracy
against the government that is suspected of being
illegal. The current situation of either opposition
party is out of the question. This is because the deep
political tactics of constructing solid logic and
breaking down the logical fortress of the regime,
which repeatedly violates laws, are immature. It's
not a political situation where you can act like a
spoiled child. Although there are situations in the
world where people who are like spoiled children
wield power and rule.
In any case, it is not only iJapan that is not in a
political situation where it is possible to move in
a rush, but the world as well. In other words, the
core of a country's democracy must be completely
linked to the core of democracies around the world.
If the democratic state is to be maintained, the
people must carefully block the tiny ant holes in the
fortress of democracy. It's easy to see that the words
and deeds of one former president of the United
States have pushed the country that claims to be the
standard-bearer of democracy to a dangerous brink.
Democracy is protected by the vigilant conscious-
ness of the people. Japan is now leaving its stone
walls crumbling as former Prime Minister Shinzo
Abe expanded the ant hole of the fortress of
democracy, former Prime Minister Yoshihide Suga
expanded it, and Prime Minister Fumio Kishida is
expanding it carelessly. Will the Japanese people
still consider themselves a democratic nation?

Democracy is fragile. However, I think that there
is a characteristic that it is unexpectedly easy to
repair.
On the other hand, dictatorship and totalitarian-
ism (fascism), which inherently involve violence,
cannot be overturned unless catharsis occurs due
to tragic and catastrophic events once the system
is realized. A state maintained by violence (military)
first of all denies diverse ideas and opinions.
Violence must be sustained because it is necessary
to suppress it with violence so that its own people
do not rise to object to the regime, and it will not
give up or get of holding violence. The guns of
authoritarian and totalitarian (fascist) states are
aimed first at their own people and then outward.
We can recognize this example without fail, not
only in Japan in the past, but also in the current
situation of neighboring countries.

The entire nation of Israel was once tragically
tortured by the fascist state, and more than 6
million of their families were slaughtered and
discarded as garbage. It also has a very long
history of forced nomadic people. The hard-
ships leading up to nation building are strong-
ly expressed in national defense awareness. And,
in my observation, this consciousness some-
times manifests itself as psychological venge-
fulness like "an eye for an eye, a tooth for a
tooth." Most recently, one of the Cabinet mem-
bers said that Palestinians do not exist, and
made a statement that completely denied their
history and culture, causing controversy around
the world.

Doesn't politics have the imagination to make
one's own pain the pain of others? Isn't that kind
of imagination nurtured?

On the other hand, Japan used to be a fascist
nation, but it has a national history of overcome
that. In fact there are not quite a few people like
former Prime Minister Nobusuke Kishi who have
not been able to overcome. For some unknown
reason, people feel nostalgic for the society that
violated human dignity and is filled with oppres-
sion and discrimination. It can be said that
Japan's postwar democracy has been walking on
a tightrope.

There is a big difference in the mutual expe-
riences of Israel and Japan. The difference may
be the difference in the public's awareness of
the administration. I think that the future
course of Israel's problem of the judicial reform
will have some impact on Japan's current
political situation.

And until the day I die, I will continue to
wonder how human beings have invented social
systems and ideas that do nothing but make
them hurt, miserable, and unhappy.
