Why are railroad stocks rising so much and is it really a good time to buy them?

In April, we published an article about the 13 Best NASDAQ Stocks with Highest Dividends and CSX ranked #10 in that article. CSX returned nearly 25% since then. So, hedge funds were right about CSX. This article explains why Bank of America remains bullish on CSX amid solid railroad operating performance.

CSX Corporation operates one of the largest rail freight networks in the eastern United States, moving chemicals, farm products, automotive shipments, metals, containers, and coal. The central question for investors is whether CSX can turn its strong network and pricing power into enough earnings growth to justify a rich valuation. Revenue over the past year came in at $14.5 billion, up 2.5%, and profitability remains healthy, with efficiency also improving in the most recent quarter. The stock trades at a premium to its peers, meaning investors are already paying up for CSX to keep delivering.

The bullish case rests on CSX's high-quality rail network and its ability to run more efficiently across a strategically important footprint spanning roughly 20,000 route miles across 26 eastern states, with connections into Canada. A strong return on equity, solid margins, and healthy free cash flow generation — CSX produced $1.7 billion in free cash flow in fiscal 2025 — all point to a business model that's working. If the company keeps improving operations and winning freight volume, bulls believe it can sustain strong returns even as the broader industry faces headwinds.

Management is also leaning on technology and partnerships to sharpen execution. CSX teamed up with Infosys and Microsoft to modernize its data systems and formed a coast-to-coast shipping alliance with BNSF Railway to expand its freight reach. Meanwhile, the industry is watching the proposed merger between Union Pacific and Norfolk Southern, which could reshape rail competition if it closes in 2027. With new CEO Steve Angel now at the helm following activist investor pressure, the market is watching closely for signs that management can speed up improvements and unlock more shareholder value.

Wall Street sees moderate room for upside: the average analyst price target of $53.14 implies small gains from current levels, though estimates vary widely. Still, the stock's valuation leaves little cushion, so further upside likely depends on continued margin gains, stronger freight volumes, and smooth execution under new leadership. Investors looking to build a position may prefer to wait for a pullback rather than chase the stock after its recent run-up, targeting entry points nearer the lower end of its 52-week range around $31.96.

That valuation also means CSX has limited room for missteps. The company carries a heavily leveraged balance sheet, with roughly $18.9 billion in debt and a debt-to-equity ratio above 130%. Slower freight demand, rising interest costs, or continued weakness in coal shipments could all pressure earnings. Coal remains a longer-term overhang too, as environmental rules and the shift away from coal power keep chipping away at one of CSX's traditional revenue sources.

Another risk for the stock is competition from trucking limiting pricing power. Customers can choose road transport when its flexibility and delivery times outweigh rail's cost advantage. Lower trucking rates could make that choice more attractive, even if overall freight demand stays healthy. CSX warns that cheaper or more efficient alternative transport could weaken its competitive position. Its growth strategy depends partly on winning shipments that currently move by truck. Matching road-haul prices could protect volumes while reducing the benefit of operating improvements. In our opinion, this could pressure CSX's price multiples if its valuable network cannot deliver the pricing and volume growth investors expect.

Hedge fund positioning shows a mixed signal on CSX Corporation (see why Barometer Capital Management is bullish on CSX . ) As per our database, 73 hedge fund portfolios held CSX Corporation at the end of the second quarter, up from 65 in the previous quarter. The increase suggests institutional investors grew more confident in CSX's operational recovery and cash generation, even with valuation concerns still in play. By comparison, Union Pacific was held by 102 hedge funds, up from 96, Norfolk Southern (NYSE:NSC) was held by 78 hedge funds, down from 79, and Canadian Pacific Kansas City (NYSE:CP) was held by 36 hedge funds, down from 45. This divergence points to Union Pacific (NYSE:UNP) seeing the strongest jump in institutional conviction, CSX Corporation also gaining favor, Norfolk Southern holding steady, and Canadian Pacific Kansas City losing support, reflecting differing views on valuation, operational progress, and industry consolidation across the railroad sector.

Short interest data also paints a fairly calm picture for CSX Corporation relative to its peers. About 2.33% of CSX Corporation's float is sold short, slightly higher than Canadian Pacific Kansas City Limited at 2.21%, but lower than Norfolk Southern Corporation at 3.19% and well below Union Pacific Corporation at 5.20%. This suggests CSX Corporation is drawing a bit more skepticism than Canadian Pacific Kansas City Limited, but bearish bets against it remain less aggressive than those against Norfolk Southern Corporation and Union Pacific Corporation.

Valuation Analysis

CSX's EV/EBITDA is 15.92x. Union Pacific Corporation, Norfolk Southern Corporation, and Canadian Pacific Kansas City Limited trade at EV/EBITDA multiples of 14.43x, 15.52x, and 16.49x, respectively. CSX's own EV/EBITDA was 13.68x on December 31, 2025, meaning its multiple has risen approximately 16% since then. We believe the current valuation reflects investor expectations that stronger pricing, improving efficiency, and better freight volumes will lift operating earnings. However, the stock no longer offers a discount to Union Pacific Corporation or Norfolk Southern Corporation, so operational improvement is already partly reflected in its price. CSX Corporation's trailing revenue grew approximately 2.5%, making margin expansion an important source of the earnings growth needed to support its valuation. We believe CSX can justify its current multiple if cost savings and pricing consistently translate into higher profits, but modest sales growth alone does not make it an obvious bargain. If management delivers sustained earnings and cash flow growth, CSX could remain an attractive long-term business, although we would prefer a pullback before buying to reduce the risk of paying for improvements that fail to materialize.

Previously, we covered a bullish thesis on Union Pacific Corporation (UNP) by Peter Thomason in May 2025, which highlighted the railroad industry's structural advantages, durable pricing power, limited competition, and dependable cash flows. UNP's stock price has appreciated by approximately 24.34% since our coverage. We believe CSX could be a good long-term investment after a pullback, as its current valuation already reflects expectations for better efficiency and stronger earnings.
