　「（略）新政府と旧幕府勢力が争った戊辰戦争は、ヨーロッパの列強からも注目され、プロイセンは蝦夷（北海道）の植民地化を画策していた。欧米の機密文書などから、日本で交錯した各国の思惑を解き明かすNHKスペシャルの後編。（以下略）」

　この記事が記者・野城氏の番組試写視聴による総括的判断なのか、それともNHKのプレスシートにでも書いてあることなのか、私は判断できない。したがって、一応、野城氏の書かれた如くに番組が制作されたのだとする。
　そこで、私の疑念である。
　じつは私は幕末史におけるこの問題を、ちょうど11年前に知り、当時、このブログ日記に書いていた。
　その日記を長くなるがここに再掲してみよう。

　「2011年2月5日　何？会津・庄内両藩がビスマルクと交渉？
　朝日新聞夕刊に、幕末の会津藩および庄内藩に関する、驚きの記事が出ている。
　渡辺延志記者によれば、「戊辰戦争での薩摩・長州を中心とした新政府軍との対決を目前に、会津・庄内両藩がプロイセン（ドイツ）との提携を模索していたことが東京大史料編纂所の箱石大・准教授らの研究で明らかになった。ドイツの文書館で確認した資料は、両藩が北海道などの領地の譲渡を提案したが、宰相ビスマルクは戦争への中立などを理由に断ったことを伝えていた。」と。

　1は、7月31日付、駐日代理公使フォン・ブラントがビスマルクに宛てたもの。会津・庄内藩から日本海側の領地売却の相談を受けた、という内容。
　2は、10月8日付、ビスマルクからフォン・ローン海相宛。他国の不信や妬みをかうことになるので却下の意向を伝え、海相の意向を尋ねている。
　3は、10月18日付、海相からビスマルク宰相宛の返書。
　両藩が売却を申し出た北海道の領地とは、幕府が北方警備強化のために1859年に東北有力6藩に与えたもので、会津藩は根室、紋別などを領有し、庄内藩は留萌や天塩を領有していた。両藩は対薩長で同盟関係にあった。
　両藩がプロイセンに上記の件を打診した時期、新政府軍と幕府側との戦争はいよいよ東北での戦いに移るところだった。「両藩は武器入手のルートや資金の確保を目指したとみられる」と、渡辺記者は書いているが、そのとおりであろう。この交渉は不調におわったわけだが、会津藩の敗因のひとつに銃の旧式だったことが言われて来たので、もしも（歴史に「もしも」はないのだが）、プロイセンと提携が成立して新式の銃が入手できていたなら、あの戊辰の戦はちがう方向になっていたかもしれない。
　　・・・それにしても、今回新発見された事実は、日本側にはまったく知られてなかったことだけに、追い詰められた会津・庄内両藩が国際関係にその打開策をもとめて行動を起していたということと合わせて、驚きである。幕末の気風は、いささか見直す必要がでてきたのではあるまいか。」

　私がなぜ、野城氏が紹介したNHKの「新・幕末史　グローバル・ヒストリー」に注目したかお分かりであろう。11年前に東京大史料編纂所の箱石大・准教授らの研究で明らかになった事実と、このたびNHKが制作した番組のいわば「歴史観」とが異なっているのだ。事実に対する視点が異なるというより、事実の掘り起こしが異なる。
　東京大史料編纂所の箱石大・准教授らがドイツの文書館で確認したのは、会津・庄内藩からの領地譲渡の打診に対してプロイセンのビスマルク宰相は「戦争への中立などを理由に断った」という事実である。しかるにNHKは、「プロイセンは蝦夷の植民地化を画策していた」としたようだ。
　この違いは見過ごしにはできまい。
　もしNHKの歴史認識が事実に反するものだとしたら、あるいは、あえて歴史を歪曲する意図があったとしたら。・・・私はその点に危惧を抱く。

　世界が危うい現状であり、日本をとりまく状況も決して安閑としてはいられない。それは確かだ。われわれは求めなければならない。おのれ一個の口に糊する欲望と保身にうつつを抜かす愚かな指導者ではなく、冷静に、的確に、優れて汎国際的な政治性を備えた人間を。・・・NHKがあえて歴史を歪曲して、こうすれば大衆は食いついてくるのではないかと、視聴者に歴史と現状をオーバーラップさせる浅ましい期待の番組作りをしてはいまいか、と私は懸念するのだ。NHKには近い所に悪しき例がある。もし、私の懸念が当たっているとしたなら、どうも組織に知的退嬰が芽吹いているとさへ想える。いかがか？

It seems that it has already aired, and I haven't
watched any TV for about five years, so what I'm

History Global History". The reporter is Chiho
Noshiro. I'm quoting my problem below.

"(Omitted) The Boshin War, in which the new
government fought against the forces of former
Shogunate, attracted the attention of the great
powers of Europe, and Prussian was plotting to
colomize Ezo (Hokkaido). The second part of the
NHK special that unravels the motives of each
country that interwined with each other.(Omitted)"

I cannot judge whether this article is a general
judgement based on the reporter, Noshiro's pre-
view of the program, or whether it is written on
the NHK press sheet. Therefore, it is assumed
that the program was produced as written by
Noshiro.
And now, my suspicions.
Infact, I learned about this problem in the
history of the Bakumatsu era exactly 11 years
ago, and wrote about it in this blog diary at the
time.
The diary will be long, but let's repost it here.

<February 5, 2011. What? Negotiations between
the Aizu and the Shonai clans with Bismarck?
The Asahi Shimbun eveningedition has a surpris-
ing article about the Aizu and Shounai clans at the
end of the Edo period.
According to reporter Nobuyuki Watanabe, "The
Aizy and Shonai clans were looking for an alliance
with prussia (Germany) in the face of confrontation
with the new government forces centered on
Satsuma and Choshu in the Boshin War. This was
reveals in a study by Hajime Hakoishi, an associate
professor at the Historiographical Institute of the
Univwesity of Tokyo, etc. Documents confirmed by
German archives show that the two clans proposed
transferring their territories such as Hokkaido, but
Chancellor Bismarck told that he had refused for
reasons such as neutrality in the war.
The documents that have been confirmed are
three documents from 1868 (Meiji 1).
1 was addressed to Bismarck on July 31 by von
Brandt, Acting Minister to Japan. He was consulted
by the Aizu and the Shonai clans about selling
their territory on the Sea of Japan side.
2, dated October 8, from Bismarck to Minister of
The Sea von Loon. Since it will cause distrust and
envy of other countries, I conveted my intention to
dismiss it and asked the naval minister's intentions.
3 is a reply dated October 18 from the Minister of
the Navy to Chancellor Bismarck.
The territories in Hokkaido that the ywo domains
offered to sell were given by the shogunate to the
six influential domains in Tohoku in 1859 in order
to strengthen the securuty of the northen region.
The Aizu clan owned Nemuro and Monbetsu etc.
The Shonai clan owned Rumoi and Teshio. The two
clans allied against the Satsuma and Choshu.
By the time the two clans approached Prussia
about the above matter, the war between the new
government forces and the shogunate was about
to move to the Tohoku region. Watanabe writtes,
"Both clans seem to have sought to secure routes
to obtain weapons and funds," and this is probably
true. These negotiations ended in failure, but it was
said that one of the reasons for the defeat of the
Aizu clan was the outdated guns, so if (although
there is no "if" in history), an alliance with Prussian
was established . Had the new guns been available,
the Boshin battle might have taken a different turn.
... At any rate, the newly discovered fact was
completely unknown to the Japanese side. It's a
surprise to me. The ethos of the end of the
Tokugawa shogunate needs to be reconsidered.>

You can understand why I paid attention to NHK's
"New Bakumatsu History Global History" introduced
by Noshiro. The facts revealed 11 years ago by
Hajime Hakoishi, an associate professor at the
Historiographical Institute of the University of Tokyo,
differ from the so-called "historical view" of the
program produced by NHK. Rather than differing
perspectives on the facts, the factual digging is
different.
Associate Professor Hajime Hakoishi of the
Historiographical institute of the University of Tokyo
and others confirmed in the German archives that,
in response to a request from the Aizu and the
Shonai clans to transfer the territory, Chancellor
Bismarck of Prussia said, "Because of neutrality in
the war,etc. It is a fact that However, NHK seems to
have claimed that "Prussia was planning to colonize
Ezo."
This difference cannot be overlooked. What if
NHK's perception of history is contrry to the facts,
or if there was an intention to distort history. ... I
have my fears on that point.

The world is in a precarious situation, and the
situation surrounding Japan cannot be taken lightly.
That's for sure. We must seek. Rather than a foolish
leader who is overwhelmed by self-serving greed
and self-preservation, we want a person who is
calm, accurate, and possesses an excellent pan-
international political ability. ... I wondered if NHK
would intentionally distort history and create
programs that would make the viewers overwhelm
the history with the current situation, hoping that
the public would eat at them. I am concerned. NHK
has a bad example nearby. If my concerns are
correct, it seems to me that an intellectual decline
is sprouting up in the organization. How do you
think?
Chiho Noshiro, a reporter for the Asahi Shimbun,
... I wanted you to search and re-read your compa-
ny's 11-year-old article and compare it with the
NHK press sheet. I don't think that writting the
show's TV producer's cues is a good introduction
to a newspaper, of course as a journalist. How do
you think?
