　「懸念」とは、「気がかり」という意味。また、「心配」という意味である。・・・私は上述のごとき状況に対するこの言葉を耳目にするたびに、何か気持ちにしっくりしないものを感じる。「懸念」で片付けられることがらではないからである。なぜ多くの無辜の人にとって危急な事態を、その言葉で片付けることができるのだろう、と。いや、現に世界中で起こっている事態は、全人類にとって危急なのだ。しかしながら我々が「懸念」という言葉で片付けるのは、政治的な思惑で事態を捉えるからである。人間的な問題として捉えていないのだ。いや、人間的な問題として考えないのである。
　2023年3月17日、国際刑事裁判所（ICC) はウクライナ侵攻問題をめぐる犯罪容疑でロシア大統領に対する逮捕状を出した。また、パレスチナのハマスによるイスラエル攻撃に対して、イスラエルが復讐としておこなっているパレスチナ自治区ガザ地区への攻撃をめぐり、2024年5月20日、国際刑事裁判所は人道上の著しい侵害で両者の上級幹部5人に対する逮捕状の請求をした。これらの逮捕状の請求に対して各国から賛否両論が出ている。そして、この逮捕状に実行力があるかどうかは大いに疑問があるが、少なくとも私は、前述の「懸念」にとどまっていた考えから一歩前進した新しい思想を感じ取っている。

　過日、私が制作してインターネットで発信してきた戦争反対や言論の自由を訴えるポスターについて、さるジャーナリスムの関係者たちが、「ポスターからあたらしいアピール」をしているという評価をしていた。彼らの指摘は図星である。一般的にすぐには理解されないかもしれないが、国際的な大きな問題はもちろん国内社会問題にしても、各論を精緻に論じることは絶対的に必要ではあるが、一方で、各論に終始することによって「人間」の純粋存在を、しゅったいした問題の危急の埒外に置きかねない。私はそのことを諸問題に添ってアピールするのである。そして、私はそれを小さい一言とは思わなのである。私ができることはそれしかない、と思っている。

　「懸念」という言葉で片付けられている事態を、どのようにイメージにしようかと思いつつ・・・。イメージはそのほとんどに二面性がある。反戦争を訴える戦争画が同時に戦意高揚を謳いあげてしまうように。

Is it really okay to dismiss a global
emergency as just "concern"?

Every time the destruction caused by air strikes,
massacres, famines, and the production and testing
of nuclear weapons are repeated, the word “concern''
is repeated, although it is not clear who said it, about
these acts, situations, and conditions. And It also
frequently appears in criticisms on various domestic
issues.

"Concern" means “anxiety.” It also means "worry."
Every time I hear or see this word used in response
to the situation described above, I feel something
strange about it. This is because this is not
something that can be dismissed as a "concern." I
wondered why such a dangerous situation for so
many innocent people could be dismissed with
those words. No, what is currently happening around
the world is a crisis for all humanity. However, the
reason we dismiss the issue with the word "concern"
is because we view the situation based on political
considerations. They don't see it as a human
problem. No, they don't think of it as a human
problem.

On March 17, 2023, the International Criminal
Court issued an arrest warrant for the Russian
President on suspicion of crimes related to the
invasion of Ukraine. In addition, on May 20, 2024, the
International Criminal Court recuested arrest
warrants for five senior leaders of both Hamas and
Israel for serious violations of connection with Israel's
attacks on the Gaza Strip, an Palestinian-controlled
area carried out by Israel in retaliation for attacks by
Hamas in Israel. There have been mixed reactions
from various countries to this request for arrest
warrants. And while there are serious doubts as to
whether this warrant will have any enforcement
power, but at least I sense a new way of thinking
that goes a step further from the aforementioned
"concerns."

The other day, a poster that I created and posted
on the Internet appealing for opposition to war and
freedom of speech was criticized by people involved
in journalism, saying that the poster was making a
"new appeal.'' They guessed it right about my works,
..My point may not be immediately understood.
However, while it is absolutely necessary to discuss
each issue in detail, not only on major international
issues but also on domestic social issues. on the
other hand, by focusing on each issue from start to
finish, we are able to reduce the pure existence of
"human beings" to urgent issues. We might leave it
outside.
I will appeal to this point along with various issues.
And I don't think that's a small word. I think that's all I can do.

I was wondering how to visualize a situation that is
dismissed with the word "concern"... Most images
have a dual nature, just as war paintings that
advocate anti-war sentiment also aing the praises
of fighting sprit.
